City of PVE Soliciting Help from Residents Regarding State Senate Bill 649

Note:  This is a revised posting.  The previous post, dated May 28 noted a similar request to support  California Assembly Bill 1250, which would have placed onerous restrictions on the city regarding hiring of contract services.

The City of PVE has requested the support from residents regarding a California state bills currently making its way through the legislature:

Senate Bill 649 would limit the city’s ability to restrict the installation of small cell wireless telecommunication facilities.  This is of interest to those wanting to have inputs to the placement and aesthetics of cell towers.

Dear Residents,
Over the past year, you have been involved with the discussion of wireless telecommunication facilities proposed within Palos Verdes Estates.  While not a perfect process, we have attempted to balance the interests of the wireless carriers with the community interests to obtain good coverage that includes appropriate design and location.  This email is to alert you to SB 649 (Hueso) that is quickly moving through the Senate.  SB 649 will remove our ability to control wireless telecommunication facilities in all areas except within the coastal zones.  This will be a real problem for our community since wireless carriers could force us to accept poor designs in locations that significantly impact our neighborhoods.
I am sending information that was developed by the League of California Cities related to AB 1250 and SB 649.  The Assembly and Senate Appropriations Committees have now dispensed with their individual suspense files and all the bills still standing must cross over to the second house next week or they will become 2-year bills. Of note SB 649 (Hueso) Small Cells and AB 1250 (Jones-Sawyer) Contacting for Services are both now slated for a floor vote in their respective houses next week.

The design and placement of cell towers badly needs to be improved by bringing more local control into the process. On Via Amador where my home is located, an eyesore excuse for a cell tower exists that the city claims was built without the necessity of local approval.
